The listed measurements are of the Blouse itself. This blouse is designed to be loose fitting and the waist is adjustable by the lacing and is basically free. It's recommended that your Bust be at least 7cm smaller than the listed Bust measurement in case of tight fitting/not fitting(For your reference only).
Shoulders can fit shoulders measurement about 3cm larger than the listed Shoulders measurement.
