The larger end of Bust and Waist are the max when the back shirring is fully stretched(The smaller end are the laid flat measurements of the JSK without stretching the back shirring). However, it's not recommended to stretch the back shirring or stretch not much in case of tight fitting(For your reference only).

It is recommended to have min.6cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be min.6cm smaller than the listed Bust measurements.

It is recommended to have at least 5cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be at least 5cm smaller than the listed Bust measurement.
