The larger end of Bust and Waist are the max when the back shirring is fully stretched(The smaller end are the laid flat measurements without stretching the back shirring). However, it's not recommended to stretch the back shirring much in case of tight fitting(For your reference only). If your Bust/Waist are in between 2 sizes, it's recommended to order the larger size in case of tight fitting(For your reference only).
