The larger end of Bust and Waist are the measurements when the back shirring is stretched(The smaller end are the laid flat measurements without stretching the back shirring). However, it's NOT recommended to stretch the Waist for more than 2cm in case of tight fitting/not fitting(The waist elastic band is the tight kind). For example, if your Waist is 67cm, it's best to order Size 2 instead of size 1 in case of tight fitting.
