It is recommended to have 4cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be 4cm smaller than the listed Bust and Waist measurements.

The larger end of Bust is the measurement when the shirring and ruffles are completely stretched(The smaller end is laid flat measurement of the JSK without stretching the shirring and ruffles). It's not recommended to stretch the shirring or do not stretch more than about 5cm in case of tight fitting(For your reference only).
It's recommended that your Waist be 4cm smaller than the listed Waist measurement(For your reference only). The Waist of JSK iis not stretchy.

The larger end of Waist is the measurement when the waist shirring is stretched(The smaller end is laid flat measurement of the Skirt without stretching the shirring). It's not recommended to stretch the shirring or do not stretch much in case of tight fitting(For your reference only).

The listed Bust and Waist measurements are laid flat measurements of the Sweater without stretching the fabric.
