The waist of the Underskirt is fully shirred. The larger end of the listed Waist measurement is the measurement when the waist shirring is stretched(not the max stretch). The smaller end is laid flat measurement of the Underskirt without stretching the waist shirring. It's not recommended to stretch the shirring too much in case of tight fitting/not fitting(For your reference only).
