Bust* is the (max)body measurements that would fit in the size(For your reference only).
Shoulders can fit a wider shoulders measurement than listed due to the cut.

The listed Bust and Waist measurements are laid flat measurements of the JSK without stretching the back shirring. The back shirring can stretch about 8cm larger. It's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).
