Bust* and Ribcage(Underbust)* are the (max)body measurements that can fit in the size. If your Bust is near/on the larger end of the listed Bust* measurement, it's recommended to order the larger size available in case of tight fitting.
Please also be sure the check the Torso of OP(shoulder to waist of OP - it's measured from shoulder go over the fullest part of the bust down to the waist) and check where the waist of the dress sits. If you're a D cup or larger, you'd have to order a size up or order custom sizing.
