It's recommended to have min.3cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be min.3cm smaller than the listed Bust and Waist measurements.

The larger end of Waist is the measurement when the waist shirring is fully stretched(The smaller end are laid flat measurements of the Skirt without stretching the waist shirring).
