The larger end of Bust and Waist are the measurement when the back shirring is stretched(The smaller end are laid flat measurements of the Top without stretching the back shirring). However, it's not recommended to stretch the back shirring much or do not stretch more than about 3cm in case of tight fitting(For your reference only).
