The larger end of Waist is the measurement when the waist shirring is stretched(The smaller end is laid flat measurement of the Skirt without stretching the shirring). It's not recommended to stretch the shirring or do not stretch much in case of tight fitting(For your reference only).

The Top is designed to be loose fitting(It's worn over the JSK/Blouse). It's recommended to have 8cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be 8cm smaller than the listed Bust measurement.
