It is recommended to have 4cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be 4cm smaller than the listed Bust measurement.

The larger end of Bust and Waist are the measurements when the back shirring is stretched(The smaller end are laid flat measurements of JSK without stretching the back shirring). It's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).

The listed Bust and Waist measurements are laid flat measurements of the Cutsew without stretching the fabric. The fabric is stretchy.
