The dress is designed to be loose fitting. The listed measurements are laid flat measurements of the dress itself.

The larger end of Waist is the measurement when the waist shirring is stretched(The smaller end is laid flat measurement of the Pants without stretching the waist shirring). It's not recommended to stretch the shirring too much in case of tight fitting/not fitting(For your reference only).
