The listed Bust and Waist measurements are laid flat measurements of the OP itself. It's recommended to have min.3cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be min.3cm smaller than the listed Bust and Waist measurements.

The smaller end of Bust and Waist are laid flat measurements of the JSK without stretching the back shirring(The larger end are the measurement when the back shirring is stretched). It's not recommended to stretch the back shirring much in case of tight fitting(For your reference only).

The listed Bust and Waist measurements are laid flat measurements of the blouse itself.
