The JSK is shirred at the back. The larger end of the listed Bust and Waist measurements are the max when the back shirring is stretched(The smaller end are laid flat measurements of the JSK without stretching the back shirring). However, it's not recommended to stretch the back shirring or do not stretch much in case of tight fitting/not fitting(For your reference only).
