The larger end of Bust is the measurement when the back shirring is stretched(The smaller end is laid flat measurement of the JSK without stretching the backs shirring). It's not recommended to stretch the back shirring much in case of tight fitting(For your reference only).

It is recommended to have at least 2cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be at least 2cm smaller than the listed Bust and Waist measurements.
