It is recommended to have min.5cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be min.5cm smaller than the listed Bust and Waist measurements.

The larger end of Waist is the measurement when the waist shirring is stretched(The smaller end is laid flat measurement of the Skirt without stretching the shirring). It's not recommended to stretch the shirring or do not stretch much in case of tight fitting(For your reference only).
