The listed measurements are laid flat measurements of the Top itself. The bust can be adjusted by the ribbon tie at the side.

The listed Bust and smaller end of Waist are laid flat measurements of the OP itself. The larger end of Waist is the measurement when the shirring is stretched. It's not recommended to stretch the shirring or do not stretch much in case of tight fitting/not fitting(For your reference only).
