The smaller end of Bust and Waist are the measurements when the lacing up on the back are tightened to the smallest(The larger end of Bust and Waist are the measurements when the lacing up on the back is relaxed before the back peaks out - there's a patch at the back under the lacing up). The waist is slightly stretchy. It's recommended that your Waist not being larger than the listed larger end in case of tight fitting/not fitting.
There's a zipper at the center back below the waistline.

Underskirt Garment Measurements(CM)

The larger end of Waist is the measurement when the shirring is stretched(The smaller end is laid flat measurement of the waist without stretching the shirring). There's lacing at the waist that you can use to tighten the waist.
