It's recommended to have 5cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be 5cm smaller than the listed Bust and Waist measurements.

JSK Garment Measurements(CM)

The larger end of Bust and Waist are the measurement when the back shirring is stretched(The smaller end are laid flat measurements of the JSK without stretching the back shirring). However, it's not recommended to stretch the back shirring or do not stretch more than 3cm in case of tight fitting(For your reference only).
