The larger end of Bust and Waist are the measurements when the back shirring is stretched(not the max stretch). The smaller end are laid flat measurements of the OP without stretching the back shirring. It's not recommended to stretch the back shirring too much in case of tight fitting/not fitting(For your reference only).
