The listed Bust and Waist measurements are laid flat measurements of the JSK without stretching the back shirring(The JSK is shirred on the back). It's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).
The listed Bust measurement is actually the upper opening circumference of the Waist which will sit around your ribcage/underbust area.
