The OP is shirred on the back. The Bust and Waist can stretch about 6-7cm larger than the listed Bust and Waist measurements9The listed Bust and Waist measurements are laid flat measurements of the OP without stretching the back shirring). However, it's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).
Shoulders are "inner shoulders" measurement. It can fit shoulders about 4-6cm larger than the listed Shoulders measurement.
