The listed Waist and other measurements are laid flat measurements of the JSK itself. The JSK is designed to be loose fitting.
The shoulder straps are tied by yourself and you can adjust the Torso length of the JSK.

The listed measurements are laid flat measurements of the Hoodie itself.

It's recommended to have a few centimeters room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be a few centimeters smaller than the listed Bust measurement.
