It is recommended to have min.4cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist(with blouse/JSK worn underneath if you intend to wear any) be min.4cm smaller than the listed Bust and Waist measurements.

The larger end of Waist is the measurement when the back shirring is stretched(The smaller end is laid flat measurement of the Skirt without stretching the shirring). It's not recommended to stretch the back shirring much in case of tight fitting(For your reference only).

It is recommended to have min.4cm room for the Bust and Waist to be comfy(For your reference only). Meaning it is recommended that your Bust and Waist be min.4cm smaller than the listed Bust and Waist measurements.
