The larger end of Bust and Waist are the measurements of JSK when the back shirring is stretched(The smaller end are laid flat measurements of the JSK without stretching the back shirring). It's not recommended to stretch the back shirring or do not stretch much in case of tight fitting(For your reference only).

It is recommended to have min.4cm room for the Bust to be comfy(For your reference only). Meaning it is recommended that your Bust be min.4cm smaller than the listed Bust measurement.

The larger end of Waist is the measurement when the shirring is stretched(not the max stretch). The smaller end is laid flat measurement of the Skirt without stretching the waist shirring. The waist of Skirt is fully shirred. It's not recommended to stretch the shirring too much in case of tight fitting.
The Skirt includes the Waist Belt.
